The Plymouth and South Devon Freeport has a strategic priority to support the UK’s drive to net zero significantly ahead of 2050.
Our Freeport will act as a catalyst, helping the regional economy’s shift to clean power.
Our capital programme is delivering tangible net zero outcomes, including the development of:
A 10MW Green Hydrogen Production Facility at Langage led by Carlton Power – where a live wire connection to the onsite solar farm will ensure 100% green hydrogen production, providing a low carbon fuel for hard to decarbonise industries and creating 10 new green jobs. Production can be increased to 40MW as off taker demand increases into the 2030s.

A pedestrian/cycle bridge connecting the Sherford and Langage sites led by Devon County Council – which will provide a zero-carbon travel to work option for commuters, reducing transport emissions and encouraging active travel.
Port infrastructure improvements led by Associated British Ports and Cattewater Harbour Commissioners – which will enable the growth of short sea shipping routes as a low carbon alternative to road transport and shore-side power which will allow vessels to switch off engines when birthed.
Freeport’s first seed capital project completed
Energy efficient units to let led by Plymouth City Council – all four industrial units at Beaumont Way, Langage, are targeting EPC A ratings, BREEAM Excellent and Net Zero Carbon.
A growing innovation hub at Oceansgate led by Plymouth City Council – which will support the development of net zero technologies aligned to the marine and defence sectors, but with wider applications including Floating Offshore Wind.



INNOVATION HOTBED
Complementary to the Freeport’s capital programme, we will support the acceleration of new solutions to net zero challenges through our Innovation Hotbed.
Plymouth and South Devon is a global centre of excellence for the testing, development and manufacture of autonomous, digital and clean ocean technologies. Programmes like the Freeport help to develop local, national and international strategic partnerships to share innovative ideas and learning. In particular, the region’s expertise in developing net zero technologies through academic-industry knowledge exchange is primed to support the delivery of Floating Offshore Wind in the Celtic Sea.
